Recently, 13 ministries and commissions including the National Development and Reform Commission and the Ministry of Communications jointly issued the "Opinions on Accelerating the Use of Natural Gas." Through various measures, the opinions require all industries to accelerate the use of natural gas, increase the proportion of natural gas in China's primary energy consumption structure, steadily promote the energy consumption revolution, and build a clean, low-carbon, safe and efficient modern energy system.         Accelerate the promotion of heavy-duty natural gas (LNG) vehicles instead of heavy-duty diesel vehicles in key areas such as Beijing-Tianjin-Hebei

        Accelerate the development of natural gas vehicles and ships. Increase the proportion of natural gas in public transportation, freight logistics, and ship fuel. Natural gas vehicles focus on the development of bus rental, long-distance heavy trucks, as well as sanitation, field, port areas, attractions and other ferry vehicles. Accelerate the promotion of heavy-duty natural gas (LNG) vehicles instead of heavy-duty diesel vehicles in key areas such as Beijing-Tianjin-Hebei.


        Vehicle pollution control equipment will be fully installed in key areas of air pollution control

        Control pollution emissions in the transportation sector. Strengthen the prevention and control of land-based traffic source pollution, ship emission control, and establish strict emission standards for transportation vehicles and CO2 emission reduction requirements for unit transportation turnover.         Accelerate the R&D and manufacturing of natural gas vehicles and ships, and closely track the development of cutting-edge technology in the world

        Simplify and optimize the use of administrative approvals for natural gas utilization, eliminate industry, regional, and operational barriers and promote fair competition. Accelerate the revision and revision of standard specifications such as natural gas metering, natural gas vehicle and ship manufacturing, LNG land inland river storage and distribution, gas filling (Note) station safety protection and safety distance.

        Accelerate scientific and technological research and equipment industrialization, increase investment in basic research and applied research on natural gas utilization, and promote the transformation of results. Closely track the development of cutting-edge technology in the world and strengthen exchanges and cooperation. Promote technology in the field of natural gas utilization (including high-manganese austenitic steel, Invar, etc.) and equipment (including gas turbines, small gas turbines, fifth-generation high-pressure direct-injection engines for vehicles, large-scale LNG marine single-fuel engines, etc.) And localization, encourage and promote the industrialization of natural gas utilization equipment.

        Develop LNG transportation and vehicle gas technology. Accelerate the improvement of LNG transportation efficiency of water transport, railway and highway, promote multimodal transport, explore the technology and equipment for transporting LNG in container mode, and enhance the flexibility of LNG transportation. Encourage and guide LNG vehicle manufacturers to increase research and development of technologies such as electronic control, engines, gas cylinders and evaporative gas recovery, and improve the operational efficiency of natural gas vehicles.


        Accelerate the construction of refueling (Note) stations and encourage enterprises to build their own gas stations

        Speed up the construction of gas filling (Note) station. Encourage the development of CNG filling stations, LNG filling stations, CNG/LNG dual-use stations, oil and gas joint stations, and oil and gas power stations on highways, national highways, mining areas, logistics concentration areas, tourist areas, and highway passenger transportation centers. Wait. Make full use of the existing land-building and gas-filling stations in or around the existing bus station to support the gas station with conditions such as site to increase the gas filling function.

        Encourage qualified transportation enterprises to build their own gas stations. Promote the construction of marine LNG filling stations and speed up the improvement of the layout plan for marine LNG filling stations (terminals). The setting of the refueling (Note) station shall comply with relevant laws and regulations and engineering and technical standards.


        Support multiple provinces and cities to carry out natural gas pilots

        Orderly support Sichuan, Chongqing, Xinjiang, Guizhou, Jiangsu, Shanghai, Hebei and other provinces and cities to carry out comprehensive pilot projects or special pilots for natural gas system reform.

        All provinces (autonomous regions and municipalities) should incorporate the layout of natural gas storage gas peaking facilities and gas filling (Note) stations into energy and related industry planning, and make good connections with land use and urban and rural construction planning. Support enterprises to use the stock of land in accordance with the law to build the above projects. Priority is given to the allocation of land for natural gas facilities that meet the allocated land use list, and the land for natural gas facilities is encouraged to be supplied or leased. Priority is given to ensuring the demand for construction land for gas storage and peak shaving facilities.


        Reduce the intermediate links of gas supply, reduce the cost of transmission and distribution in all links

        It is necessary to actively promote the reform of the system and mechanism, try to reduce the intermediate links of natural gas supply in the province, reduce the level of gas supply, and effectively reduce the cost of transmission and distribution in all links. The natural gas main pipe network can realize the gas supply area and users, and it is not allowed to add gas supply and distribution links in the name of unified purchase and sales, etc., to increase the gas supply cost.

If the fare increase does not require substantial pipe network investment or does not require the provision of distribution services, it must be cancelled immediately. When the project is approved, the construction of natural gas pipeline projects in the province should be seriously demonstrated. The pipeline projects with unnecessary intermediate links must be strictly controlled, and the phenomenon of “blocking charges” for new pipelines should be resolutely put an end.
