In order to implement the spirit of the State Council and the provincial government on reducing the energy cost of enterprises and the Notice of the National Development and Reform Commission on Strengthening the Local Gas Transmission and Distribution Price Regulation to Reduce the Cost of Enterprise Gases (Development and Reform Price [2016] No. 1859) and Relevant Notice Requirements Decided to further reduce the price of natural gas transmission and distribution gas. The relevant matters are hereby notified as follows:

First, appropriately reduce the transportation price of some natural gas pipelines. Pipeline transportation prices of Sinopec Zhongji, Anji, Xuaning, Jiqing, Jiaolai, Jiaori, Yulai Line, and PetroChina Taiqingwei Line are reduced by 0.02 yuan per cubic meter, and temporarily implemented at 0.25 yuan per cubic meter. After the above-mentioned pipeline transportation price is lowered, the price of the corresponding city gate station of the pipeline is simultaneously lowered. The price of the non-residential valve station is temporarily lowered from 2.25 yuan per cubic meter to 2.23 yuan, and the price of the residential valve station remains unchanged. The price adjustment was implemented on July 1, 2017.

The transportation price of the above-mentioned pipelines and other provincial pipelines will be further adjusted on the basis of cost supervision and examination in accordance with relevant state regulations.

Second, reduce the excessively high city gas distribution price. Where the city's non-residential gas sales price set by the city, its purchase and sale price difference (terminal sales price and city gate station price difference) exceeds 0.90 yuan per cubic meter, before the end of July, the purchase price difference will not exceed 0.90 yuan. At the same time, the cities have made arrangements to supervise and audit the cost of non-residential gas in urban areas, and further clarify the benchmark sales price of urban non-residential gas based on the cost supervision and examination.

Third, all cities should attach great importance to reducing the price of natural gas transmission and distribution gas, organize special forces, find out the actual situation of natural gas enterprises, formulate safeguard measures, improve adjustment plans, and reduce the price of non-residential gas in place in strict accordance with time requirements.

Please adjust the price adjustment of non-residential gas in each city to the Provincial Price Bureau (price management office).
